Where did the idea of dragon riders come from?

there are so many books featuring, the pern series, eragon...
where did it all start? who was the first to use the idea?

The idea of dragons and dragon riders is a cultural idea. No single person can claim credit for the idea. There have been dragons in Chinese mythology, European mythology, Native American mythology... there are so many dragons in ancient memory.
The first story where somebody controls a dragon (and in some interpretations rides it) would be St. George and the Dragon. Hope this helps!
